Utilization of the Macroeconomic Indicator in the Nature Protection

Abstract

This article can be a theoretical guideline how to use one of the major macroeconomic indicators from the last century in the protection of nature. The analysis examines the possibility of assertion LM3 - local multiplier for national parks established by the Ministry of Environment of the Czech Republic for the management of large protected areas. The aim of this paper is to show one of the ways to assess the contribution rate entities to develop regional economies and politics of the Czech Republic. The article should give a notice about the system of the state contributory organizations and government departments. The text also monitors assertion of the results practical application, especially for the Ministry of Environment of the Czech Republic. Detected empirical indicators can present the impact of organizations on the local economy in various regions of the country (Czech Republic).

Environmental impact assessment process in the field of recreation

in the V4 countries

Abstract

The purpose of this article is to present issues related to the process of environmental impact assessment carried out for sport, recreation and tourist facilities in the V4 countries. The results represent data obtained during the survey carried out as a part of the international project "Assessment of the quality of the environment in the V4 Countries (AQE V4)" Standard Grant IVF 21210018 supported by the International Visegrad Fund partners from the V4 countries: Poland, Slovakia, the Czech Republic and Hungary. The analysis of the survey responses indicates that there are significant differences in the process of qualification of such objects for the EIA which also results in differences in the number of reports made and the methods used for evaluation. Among the V4 countries which have been analysed, Poland seems to be the most distinctive, as its regulations appear to be the most liberal.

Flood risk maps and flood hazard maps in the river basin Olšava

Abstract

European legislation "Directive 2007/60/EC" on the assessment and management of flood risk sets out the obligation to of all Member States of the EU to develop flood hazard maps and flood risk for the purposes of effective planning in flood risk management. This obligation applies to the Slovak Republic too. The aim of this paper is to develop flood hazard maps and risk of Olšava basin located in the southwestern part of eastern Slovakia. Created map outputs will reflect the selected hydrologic and hydraulic flood situation, which will be applied to the combination of numerical hydrodynamic modeling options and tools of geographical information systems (GIS). In solving the issue will be taken into account recommendations of European legislation and national legislation in the field of flood risk assessment.

Whitewater courses in landscape

Abstract

Whitewater stadiums are facilities which permit the practice of whitewater sports (canoe, kayak, whitewater swimming, rafting, tubbing, hot dog…) within an organized and secured frame. These projects go with the development of out-door sports in an urban environment. Whitewater stadiums bring whitewater into city and they are real attraction centres.

Because of the multiple benefits to the riverfront communities, whitewater parks have been popping up in the cities all around the world.

Whitewater courses design, obstacle characterization, requirements for water and inclination, principals of water supplying of whitewater courses as well as examples of courses in Slovakia and in the world are presented in this paper.

There is a huge development in water sport channels construction thanks to our sportsmen success.

Biotechnical measures to increase the bearing capacity of forest hauling roads using forest biomass

Abstract

The described biotechnical measure is intended to increase the bearing capacity of forest roads in waterlogged places using forest biomass. Waterlogged places most often occur after floods or high precipitation. In history, these sections of roads were reinforced by corduroy roads. Currently, there are tendencies to revive this technology and replace pole timber used for corduroy roads with wood chips, i.e. replace manual installation of corduroy roads with machine installation of chipped forest biomass. The main advantage of this material is that it is renewable and no extraction or removal of earth accompanies its production as is the case with stone extraction. It is possible to use forest biomass from the place of construction so transport is not necessary. Moreover, we can use the local workforce and common construction equipment. The technology was verified by constructing a testing section and loading it with common traffic.

Changes in the quality of natural waters used for recreation in Slovakia

Abstract

Indicators of bathing water quality in freshwater zones of water have had according to national legislative more strict guidelines values in comparison with Directive on bathing water quality 76/160/EEC. Recently is endangered bathing water quality because of wastewater pollutants from adjacent recreational building. Many private recreational weekend cottages aren’t connected to sewerage systems, there is not adequately isolated cesspit and septic, or there is the earth closet close to bathing water locality. Sewage disposal plants, particularly in small villages, they get to required level of cleaning and it constitutes some risks. Source of microbiological pollution in bathing areas are usually also an inflows, which flows through villages where isn’t build up the public sewerage system. Bathing water is defined in act number 364/2004 Water Act generally and about the changes in act under National Board of the Slovak republic number 372/1990 about transgression in version advanced regulation (Water Act). Basic requirements about bathing water quality are defined in paragraph 19 Act number 355/2007 about protection, supporting and development the public health. List of bathing waters in Slovak Republic is contained today 34 localities.

Spatial Changes of the Agricultural and Forest Lands of Slovakia in 2008 – 2012

(Processes Affecting Practical Projects in the Field of Environment Protection)

Abstract

This article deals with very important and current topic of forming the landscape culture, which is the task of the spatial differentiation and changes of the agricultural and forest land in Slovakia. In the same way we focused in our research on connected processes related to the practical projects in the field of environment protection. Agricultural land and forest estates are one of the main components of environment, its semi cultural land features and they are also natural resources of each country. Therefore its protection is necessary and cadastral and other state institution dealing with agriculture and forests are inseparable part of this process. In their practical projects, the property settlement of estates helps the improvement of the land-care as well. One of them is land consolidation (LC), which is practiced by the competence of each municipality and the territorial object mostly extravilan (rural zone) of each cadastral territory. The whole duration of practical activities of land consolidation are formed and fitted by the legislative documents of each country. Objectives of our research were mainly changes of sustainable development character of the land cover influencing it the most. In our research we came to the conclusion that the acreage of agricultural land (including mainly the arable soil estates) decreased during 5 - 8 years rapidly. Further an important fact is, that together with land consolidation processes and projects, also ecological arrangements as for creating stability in esthetic features of our agricultural land are included. That’s way the summary of LC contains also new proposal of our landscape spatial diversification. As a result of this fact, in this paper we propose, that the necessary step is to put emphasis on the „green increase = growth“ in agro sector and in the forests economy with practical use of environmental aspects in the landscape creation.

Touristic and educational polygon for visitors with disabilities in Protected Site Borová Hora Arboretum of the Technical University in Zvolen

Abstract

In the paper is presented proposal of the touristic and educational  polygon in Protected Site - Borová Hora Arboretum of the Technical University in Zvolen for disabled people in wheelchairs. Educational activities will be focused on these topics: dendroflora of Slovakia and tree species forest communities; the  forest ecosystems and its functions; forest vegetational zones and climate changes; interesting facts about tree species etc. Along the route of the polygon will be placed educationals panels with resting places, benches and shelters. The theoretical and practical interpretation of the education will be realized at selected and marked places through the guide of the route. The collections of the Borová Hora Arboretum will be demonstrated through practical methods of teaching including the "experience-based education" in the natural scenery of the arboretum and authentic examples with professional interpretation. The total length of the proposed route of the polygon for visitors with disabilities is 2.605 km. The time of duration for passing of  touristic and educational polygon is 4 hours including of educational stops. The polygon is proposed in accordance with the technical standards for wheelchairs.

Revitalization of Small Water Reservoir for Its Future Use

Abstract

Small water reservoirs are essential elements of an agricultural landscape. From natural, hydrological and economic point of view they play many important functions. The important problem of small water reservoirs in water management is their siltation with sediments originated predominantly through water erosion. Together with siltation, water quality has become increasingly important in reservoir management because it is closely related to reservoirs’ use.

The paper deals with an assessment of qualitative and quantitative characteristics of water and bottom sediments in the Klusov small water reservoir, situated in Bardejov district, Slovakia. This reservoir was built for fishing, irrigations, recreation and for retention of high water.

Nature as a part of the quality of life

Abstract

The paper describes the concept of quality of life as one of the key concepts of contemporary social and economic development. Its aim is to analyze the influence of nature in the form of recreation and conservation as a vital part of the quality of life, which may take the form of indicators or domain. Various methodological aspects of the position of recreation and nature conservation are discussed, especially in relation to the increasing number of facilities and services as prerequisites for an improvement of the quality of life, or by contrast, as the satisfaction of an individual is emphasized. Research into recreation and conservation aspects of the quality of life is at its beginning.

Environmental Evaluation of Rural Tourism Development Plans

Abstract

The evaluation of plans for the recreational development (or a part of it) could be elaborated according to strategic impact assessment methodology of the proposed objectives and priorities. This approach goes thrue 4 stages: the description of baseline environment including protected areas and social, cultural phenomenas as well; the establishment of aims and priorities; environmental evaluation; the integration of results into the plan.  Every stage is characterised by the input of available informations and tools, activities that take and output of results.

The proposed methodological approach amended by new dimension of public partcipation will be presented on the Myjava region which is characterised as a region reach of typical representant of landscape type: the „kopanittsee“ settlements.  The spatial expression of this type of cultural landscape could be seen in landscape structure with typical element – the mosaic of houses, gardens and orchards. This element imagines the interaction of traditional components which connect natural conditions together with a type of land utilization. At present from the recreational point of view „kopanittsee“ settlements (dispersed settlements) are known as areas of „second living“.

Conference about the tourism and recreation

Public recreation and landscape protection – with man hand in hand ..., that was the name of the conference organized by the Department of Landscape Management of the Faculty of Forestry and Wood Technology Mendel University in Brno organized under the auspices of doc. Dr. Ing. Petr Horáček, the Dean of the Faculty of forestry and Wood Technology, Mendel University in Brno, of JUDr. Michal Hašek, the Governor of South Moravia, and of Bc. Roman Onderka, MBA, the Mayor of the City of Brno, in cooperation with the Department of Biology, Faculty of Education, Palacký University Olomouc, AOPK ČR (Agency for Nature Conservation and Landscape Protection of the Czech Republic) – Administration of the Moravian Karst Protected Landscape Area, Czech Society of Landscape Engineers and the Czech Association for Landscape Ecology with the financial support of the City of Brno and FS Bohemia Ltd.

The conference was held on 1 to 3 May 2013 in the conference hall of Hotel Santon in Brno dam, where over 70 participants heard a total of 17 papers on the issue and had the opportunity to see 20 posters. The conference was also an excursion into Litovelského Pomoravi.

During the conference, on May 2, 2013 the workshop of the project “Assessment of the quality of the environment in the V4 Countries (AQE V4)” Standard Grant IVF 21210018 supported by the International Visegrad Fund was held in the main conference room. The participants from three countries (Czech Republic, Poland, Slovakia) met and discussed for example the results of the questionnaires survey.
